Console Debugging Messages Missing?

Has anyone noticed a lack of debugging messages in the browser console when running workflows recently?  Specifically for deployed apps or apps run outside the designer?

When I'm in the designer I do get messages but I'm trying to troubleshoot a launch link workflow so I'm running the app outside the designer and I'm not getting any messages in the console unless I specifically add log activities to the workflow.
