Allow for the polling to be adjusted in Analytics

Right now the Geocortex Analytics monitor tool only allows for a hourly polling of Web Apps we would like to choose smaller units like 10 or 15 minutes.

Right now the hourly unit provides statistics that are misleading - the web app maybe down for a few minutes only, but it gets reported as one hour
