Domain value is not available when using feature templates

If a domain value is not available when trying to add a new feature using a feature template, this might be working as designed.
From ESRI: "When a layer is not visible because it is turned off in the table of contents, is beyond its visible scale range, or does not satisfy the current definition query, its associated templates are hidden"
